The Swiss Minister presents his compliments to His Excellency the Secretary of State for Foreign Affairs (Foreign Trade Department) and has the honour to remit to him enclosed an Affidavit of the Swiss firm of R. Pfister and Company, of Zurich, stating that they have Branch Establishments at Shanghai and Yokohama and that they are of Swiss nationality, as well as that they have done no trading with the enemies of Great Britain in any form since the outbreak of war; an extract of the Commercial Register of Zurich, with respect to Messrs. Pfister is also attached to this note.

Messrs. Pfister ask for the intervention of the Legation in order to remove the difficulties in communicating by cable with their Branches in East-Asia, caused by the British Censor for a good number of months past. They think that the suspicion of HIS MAJESTY'S Authorities must have arisen from an incident at Shanghai in September 1915 when the French Authorities had seized some consignments of silk belonging to the Branch in that city and in consequence of which the firm has not been put on the "White List". A careful enquiry has, however, shown that these
